Lighting and an absence of fire

Got a little issue and I can't seem to find a solution.

The lighting seems... not quite right. There seems to be an absence of particle affects (if that's the right term), gloom, etc. Also there is no fire at campfire sites. The sound of the fire is present as well as the heat haze and some sparks but no fire or the light produced by the fire. Would "volumetric lighting" be the correct thing to be asking about?

Anyway, I've tried changing the DX settings from 11 enhanced to 9 normal and everything in between. But it seems as though it's running DX8 regardless of what I set it at. (No proof of that, just seems that way...) I did try to reset Atmosfear as per the suggestion posted in the FAQ above but there is no Atmosfear settings that I could find. Clicked reset to default in the Weather Options section though just to give it a try anyway.

Running just 1.4.12 patched to 22. No other mods.
Settings: DX11 enhanced, Resolution 1920x1080, Maximum. (all sliders and radio buttons are in the default condition. I've changed nothing.)
System: AMD FX-8370, 16 gigs of RAM, GeForce GTX 1060

I'm not experiencing crashes and the game runs smoothly so far.

Any suggestions?

Campfires are "off" by default. Only NPCs can light it in 1.4.
I personally recommend Dx9 enhanced (R2.5) or Dx10 (R3).
Some settings:
r2_ls_bloom_kernel_scale 0.5 (higher can cause white sky)
r2_ls_bloom_threshold 0.00001 to enable bloom
r2_sun_lumscale 2. more powerful Sun
r2_sun_lumscale_amb 0.6 or higher - mainly affects brightness of interiors
r2_tonemap_adaptation 2. how quickly HDR changes brightness
r2_tonemap_amount 0.5 less overall HDR for darker nights
r2_tonemap_middlegray 1. more powerful HDR for brighter image

Thank you so much Balathruin! I had no idea that was a feature not a bug... (but I'll miss the magical inextinguishable campfires of the Zone... :cry: )

Thanks also for the settings. I'll give that a shot!
